Rachel Stansfield

Rachel Stansfield
Development Director

Rachel joined York County Government as the Development Director in the summer of 2023. In this role, she established and now manages the First County Foundation—the charitable arm of York County—and works to secure the funds needed to sustain initiatives that strengthen York County communities. Rachel has more than 13 years of experience fundraising for nonprofits and educational institutions, large and small. In her early 20s, Rachel taught in New Orleans, where she witnessed the disproportionate barriers marginalized populations face in accessing resources like quality healthcare. This motivated her to earn a Master of Science in Social Administration from Case Western Reserve University in Cleveland, where she studied community and social development to create a more just society.
Rachel lives on the New Hampshire Seacoast with her two school-aged children and enjoys spending time running trails and mountains—something she did not have growing up in Chicago. Rachel is honored to support York County Government and the First County Foundation’s mission to grow and sustain safe and healthy communities by resourcing transformational solutions to the emergent needs of York County.

Billy Shore
Board Chair

Billy Shore is the founder and executive chair of Share Our Strength, the parent organization for the No Kid Hungry campaign. Since founding Share Our Strength in 1984 with his sister Debbie, Billy has led the organization in raising more than $1 billion to fight hunger and poverty and has won the support of national leaders in business, government, health and education, sports, and entertainment.

Billy is also the chair of Community Wealth Partners, Share Our Strength’s for-profit consulting firm that provides strategic consulting to help leaders and communities solve social problems.Before founding Share Our Strength, Billy served on the senatorial and presidential campaign staffs for former U.S. Senator Gary Hart and as chief of staff to former U.S. Senator Robert Kerry. In 2014, congressional leaders appointed him to the National Commission on Hunger, tasked with finding innovative ways to end hunger in America.

In addition to his work with Share Our Strength, Billy is a leading voice in the national conversation on hunger and poverty. He is the author of four books focused on social change, including “Revolution of the Heart” (Riverhead Press, 1995), “The Cathedral Within” (Random House, 1999), “The Light of Conscience” (Random House, 2004) and most recently, “The Imaginations of Unreasonable Men” (Public Affairs, 2010). He also hosts Add Passion and Stir, a weekly podcast that brings together high-profile chefs and change-makers to discuss food’s central role in social justice.

A native of Pittsburgh, Pa., Billy earned a Bachelor of Arts at the University of Pennsylvania and his law degree from George Washington University in Washington, DC. He has been an adjunct professor at New York University’s Stern School of Business and an advisor at the John F. Kennedy School of Government. From 2001 to 2011, he served as a director of The Timberland Company. Billy was named one of America’s Best Leaders by US News & World Report.

Diane Small

Diane Small
Director

Diane Small is the Executive Director of the Sanford Housing Authority, an agency dedicated to providing Housing Choice Vouchers and affordable housing options. Diane is committed to finding innovative solutions to regional housing challenges, with a strong focus on serving vulnerable populations and improving the quality of life for all. She holds a bachelor’s degree in Psychology and Biology from University of Southern Maine and a Master Certificate in Health Care Administration from New England College.

Previously, she was the Chief Operating Officer at York County Shelter Programs in Alfred, Maine, where she was instrumental in managing shelter operations and implementing comprehensive support programs for individuals experiencing homelessness. Diane is on a number of boards including United Way of Southern Maine, and Genesis Fund, Diane resides in Sanford and enjoys spending time with her family at her son’s orchard in Acton.

Candice Simeoni
Director

Officer Candice Simeoni started her law enforcement career in 2004. She graduated from the 9th Law Enforcement Training Program at the Maine Criminal Justice Academy (MCJA) in 2005 and obtained her Bachelor’s Degree in Business Administration and Organizational Leadership Studies from the University of Southern Maine. Officer Simeoni has completed and lead extensive training in the field of Elder Exploitation/Abuse, Domestic Violence and Victim Assistance. She is the President and founder of the York County Elder Abuse Task Force which was established in 2005 and a trailblazer in elder justice case work in her State.

Officer Simeoni is the lead instructor at the MCJA on Elder Justice Investigations. She been recognized nationally for her work, sits on numerous boards and is known for many successes generated from her leadership with the York County Elder Abuse Task Force.

Officer Simeoni contributes nationally on challenging elder abuse topics and has testified before the U.S. Senate Special Committee on Aging. Officer Simeoni has a passion for being the voice for our vulnerable populations, a case mentor for first responders and has a deep soft spot for the older Americans and those with disabilities.
Chris Burbank

Chris Burbank
Director

Chris Burbank dedicated 29 years to the South Berwick Police Department, retiring as Lieutenant and Executive Officer. In this role, he conducted investigations, managed personnel, established department policies, and served as a liaison with state and federal law enforcement. He also served as Vice Chair of the Southern Maine District One Training Council, helping shape law enforcement training in the region. A graduate of the FBI National Academy in Quantico, VA, Chris brings extensive expertise in leadership and public safety.

Chris serves as Interim Dean of Student Experience and Strategy at York County Community College (YCCC), overseeing strategic planning, enrollment management, and student success initiatives.

Previously, he was Director of Strategic Initiatives and Partnerships and Director of Campus Safety, where he led emergency preparedness and safety compliance efforts.

Chris holds a bachelor’s degree from Southern New Hampshire University (SNHU). He lives with his wife in South Berwick and is the proud father of two adult sons.
