Billy Shore
Board Chair
Billy is also the chair of Community Wealth Partners, Share Our Strength’s for-profit consulting firm that provides strategic consulting to help leaders and communities solve social problems.Before founding Share Our Strength, Billy served on the senatorial and presidential campaign staffs for former U.S. Senator Gary Hart and as chief of staff to former U.S. Senator Robert Kerry. In 2014, congressional leaders appointed him to the National Commission on Hunger, tasked with finding innovative ways to end hunger in America.
A native of Pittsburgh, Pa., Billy earned a Bachelor of Arts at the University of Pennsylvania and his law degree from George Washington University in Washington, DC. He has been an adjunct professor at New York University’s Stern School of Business and an advisor at the John F. Kennedy School of Government. From 2001 to 2011, he served as a director of The Timberland Company. Billy was named one of America’s Best Leaders by US News & World Report.

Diane Small
Director
Previously, she was the Chief Operating Officer at York County Shelter Programs in Alfred, Maine, where she was instrumental in managing shelter operations and implementing comprehensive support programs for individuals experiencing homelessness. Diane is on a number of boards including United Way of Southern Maine, and Genesis Fund, Diane resides in Sanford and enjoys spending time with her family at her son’s orchard in Acton.

Candice Simeoni
Director
Officer Candice Simeoni started her law enforcement career in 2004. She graduated from the 9th Law Enforcement Training Program at the Maine Criminal Justice Academy (MCJA) in 2005 and obtained her Bachelor’s Degree in Business Administration and Organizational Leadership Studies from the University of Southern Maine. Officer Simeoni has completed and lead extensive training in the field of Elder Exploitation/Abuse, Domestic Violence and Victim Assistance. She is the President and founder of the York County Elder Abuse Task Force which was established in 2005 and a trailblazer in elder justice case work in her State.
Officer Simeoni is the lead instructor at the MCJA on Elder Justice Investigations. She been recognized nationally for her work, sits on numerous boards and is known for many successes generated from her leadership with the York County Elder Abuse Task Force.

Chris Burbank
Director
Chris Burbank dedicated 29 years to the South Berwick Police Department, retiring as Lieutenant and Executive Officer. In this role, he conducted investigations, managed personnel, established department policies, and served as a liaison with state and federal law enforcement. He also served as Vice Chair of the Southern Maine District One Training Council, helping shape law enforcement training in the region. A graduate of the FBI National Academy in Quantico, VA, Chris brings extensive expertise in leadership and public safety.
Chris serves as Interim Dean of Student Experience and Strategy at York County Community College (YCCC), overseeing strategic planning, enrollment management, and student success initiatives.
Chris holds a bachelor’s degree from Southern New Hampshire University (SNHU). He lives with his wife in South Berwick and is the proud father of two adult sons.
The Centers
York County First Responder Training Center

The Training Center, opening in late 2025, will provide state-of-the-art facilities designed for comprehensive training of first responders and public safety workers.
Serving as a regional training hub, the center will emphasize preparedness, skill enhancement, and excellence in public safety and emergency response.
It will also house an Emergency Logistics Operations Center, playing a crucial role in disaster response coordination.
York County Substance Use Treatment and Recovery Center

The Recovery Center, opening in 2026, will provide 24/7 comprehensive, compassionate, and individualized care for adults (18+) in York County.
Focused on trauma-informed care, the center will promote holistic healing through tailored treatment plans and ongoing aftercare support for lasting recovery.
The facility will offer a safe and supportive environment for individuals seeking recovery from substance use disorders.
The Food Pantry
York County Food Pantry

Each month, the First County Food Pantry helps feed more than 3,000 people, offering essential support to individuals and families across our region. In addition to regular distributions, the pantry also provides special holiday meals at Thanksgiving and Christmas, ensuring no one is left out during the season of giving.
The pantry is open every Tuesday and Friday from noon to 3 PM. We invite you to learn more about First County Foundation’s mission and how we’re working to meet the needs of our neighbors—every day of the year.
