What We’re Building (and Why It Matters)
First County Foundation exists to strengthen safe and healthy communities by resourcing transformational solutions to York County’s emerging needs.
That work is taking shape through three major efforts:
- First responder training that raises readiness and confidence across the region
- Substance use treatment and recovery that meets people with compassionate, individualized care
- A county food pantry that helps families access nutritious food with dignity
Transforming Communities Through Training, Support, and Recovery
First County Foundation (FCF) supports projects that strengthen communities across York County, Maine. Founded in 2023 as the charitable arm of York County Government, FCF was created to expand funding and diversify revenue so community initiatives can grow and remain financially sustainable.
In the wake of COVID-19, York County received $40 million in ARPA funds and $4.5 million from opioid settlements to support economic recovery and address the opioid crisis. $28 million was allocated to two major initiatives: the York County First Responder Training Facility and the York County Substance Use Treatment and Recovery Center.
FCF’s portfolio has also expanded to include community basics—most recently, the First County Food Pantry, helping increase access to nutritious food for York County residents.
What We Support

York County First Responder Training Center
A regional training hub for Maine’s public safety professionals—police, firefighters, EMS, and dispatchers—designed to raise readiness, strengthen coordination, and set a new standard for how York County, ME prepares responders.

York County Substance Use Treatment & Recovery Center
A place for compassionate treatment and recovery support for York County adults facing substance use disorder. It’s built to help people stabilize, heal, and move forward with the right care and connections—during treatment and beyond.

First County Food Pantry (Alfred, Maine)
A practical, neighbor-first community pantry that helps York County, ME residents access nutritious food, close to home. It’s one of the newest additions to FCF’s growing portfolio of vital community supports and essential services for neighbors.
